mobile helper

I just checked the internet for cheap mobile phone access, because I wanted to place an old cellphone in my car. What I did not know: For emergency calls in Germany you don't even need a sim-card, the emergency number will work without it. I always thought, I would need a sim-card for connecting to the network itself (taken from Xonio - Handy-Notruf - Pannenhilfe auf Knopfdruck).
